Make Vending stands match other ownership rules

For just about all ownership rules, if an object is on a private claim in a village, you don't own it, even if you are a member of that village.

This is something Brodgar has relied on to allow many people who don't particularly know, let alone trust, one another, live together in relative peace and cooperation.

For some reason, vending stands are currently reversing that status, and for the life of me I can't see why that would be your default decision apart from some implementation convenience.

It is easy to put a vending stand on village authority that is not in a claim, to give access to all villagers if people want that functionality.

Please make this adjustment soon so that TCoB can better organize its vending stand strategy
