Another problem that this game has that the real world doesn't is that once a player dies they can come back in a new body without the reputation they got.
I'm pretty new here so I can't offer much, but I'm excited about it.
We don't really have nations in Haven but there are factions and they fight on and off. Sometimes its large scale battles others its just chases. As for you question will Haven ever get like the video where peace reigns more than war? We do have periods like that. Its more from fewer players or growing tired of nothing else to do in late game.
Does war cost enough is a misleading question. Your placing blame on war. Its people who choose to fight or not. Some play Haven just for combat and some just to farm or build. It all works. Choose your path and if you don't like something be a force to change it. That's about all you can do.
You are forgetting the people that play in the hopes of fame. The achievements usually amounting to killing someones 10 unarmed alt, then pasting their feces in a thread.
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy
