Base the decay rate off of how many items are inside of it. 1/10/0 fence bear-traps will decay faster then the 1/10/9 presumably-legitimately-built fences. then possibly also put in a limit to when the decay will happen based on what object it is; a 1% complete palisade will decay faster then a 50% palisade, and the 90% palisade won't decay at all; meanwhile if you applied those same % completion to something like a wooden fence, it would always construction-decay no matter the %, because it's just a wooden fence (meanwhile brick walls would stop decaying at 50% complete, and cabins at 20% complete, and village totems not at all, ever. etc)
obviously once construction is finished, the pre-built decay is removed.
