Ok.
First: Limit of characters. I'd say 2-3. No one is really going to need more than that in this game since one character is a lot of work. Also make them non-deletable, unless asked for, which would reveal thievery.

Second: Outlines of things behind buildings. This is the biggest becuase a thief can just hide there and no one can stop them.

Third:If someone commits a crime, and you follow it, you should be excempt from commiting a crime against them. Most likely only freedom from assult and murder. Maybe allow theft if your following a theft clue to retrieve an item.

Number three was already addressed by the devs in the announcement thread. There is no eye for an eye system, if someone punches you there's evidence of it. If you punch them back, there's evidence of it, if they escalate, there's evidence, if you escalate there's evidence.

The purpose of the tracking system is not to decide what is right and wrong, it is to allow players to sleuth out what actually happened and decide how to react.

You are completely missing the point of alt abuse. One can make ANOTHER account, and fill it with alts.
Making LP for thief is half an hour job, if you know, how to do that.

I am suggesting another way, to cut off that:
1. Pocket dimension on start location with noob HF. So, if one makes alt, it can always be tracked, and battered.
2. Making abused skill learning time-related, as with "Personal Beliefs". So, i need 1 week of gametime, excluding AFK time, to choice Thief. And, 2-3 weeks for Ranger. Thus, alt should be played a couple of weeks, before one could make robbery, making it only PROFESSIONAL crime.

2 weeks for Ranger, 3 weeks for Assault, 4 weeks for Killing ^^

I reckon new players without a hearth fire should be traceable to the RoB or the inn, and should be summonable from there...

Alternatively, to really encourage building a hearth, just instantly summon players that don't have hearth fires and are offline wherever the tracker is.

Making things purely based on gametime means anyone serious about abusing alts will just make multiple accounts and have a farm of macroing alts hidden away earning gametime to prepare them for thefts. All it ends up doing is punishing normal players, especially those with little time to spend in-game. Also, why should it take longer to be allowed to track and punish a thief than it would take to be allowed to be one?

1. Pointless, they'd just make other accounts.
2. Maybe, I do prefer to hide behind things in the interest of covert ops, but I also dislike when people do it just to avoid getting punished for their mis-deeds, I'll stay in the middle for this one.
3. I've accepted that vigilantism is also against the law, but I suppose others may feel differently. Personally, I'd like it if I could punish a criminal without worrying about getting killed in my sleep. So I guess I'm leaning more towards yes.
