Fan the Flames

When I use it, my 'rate of action bar' for the following action goes longer by quite a bit - but my taget (NPC, dunno aout PvP but assume the same) gets the benefit of a shorter action immediately - this can't be right... right?

Should the initiator, or at least both not have a shorter following action due to incresed heat of battle?

It's just cooldown.

Every skill has cooldowns, combat intensity makes it shorter, up to a point... charge will always have a shorter cooldown than CAll the Thunder, but higher intensity will make them both take less time.

Fan the flames has a long cooldown... I don't know why, but it does.

I know and that is fine, but it seems the target benefits from the intensified battle imediately while the initiator (the one I see taking charge of the fight, frontfoot, whatever) has to live with the cooldown. This is why I'm asking if this is meant to be like this...

Edit: Come to think of it - this is prolly a useless thead with a planned battle system revamp due.

Well it is more a thread for the C&I imo. That's why I didn't answer.. ^^ but you have a point here.

Suggestion: Have the Intensity occur after your cooldown is up.
If you keep focusing on the shadow behind, you will not see the light in front of you.
