Make top hats craftable.

They already are.

Ayup.

Also this as good a place to mention as any how ridiculously silly it is that wearing a top hat makes you a better miner. I'd also question the usefulness of having a +1 industry item in the first place.

Maybe that should be changed to +INT so all those foppish dandies will be better at generating Authority?

(which gives the even stranger image of a hunter and/or a farmer in a top hat so maybe that's not much better.)

tbh what job really does fit with wearing a cylinder hat?

Trading and diplomacy are the only things that comes to mind, and trade in this game isn't affected by any game mechanics. Maybe the cylinder hat should give extra inventory space, since it's big and hollow so you could put stuff in it?

on a somewhat related note the cylinder hat should probably be +civ rather than +ind

Oh, wow, I still forget there's actually an opposite to the Civ slider. That probably is more appropriate, since Civilization is now at least sort of useful.
