there is some trouble with scents

1) they can`t be removed even if you lawspeaker. Let the lawspeaker/chief/owner to clear area from scents
2) even if i have very low perception*exploration i can find scents of highskilled player. i can relog (or enter-exit house/local) again and again until my low chance to see scents will be realized.

Solution: if your perc*expl twice lower (10—20—30% lower) than thief`s int*stealth, you don`t have any chance to see scents (as with 20*20 for rustroot)
1:2 rate for murder (hardest crime, easy to see) 1:1 rate for thresspassing

And some mechanic that will decrease virtual stealth if you had been seen by someone or stole too much items.

Alternative: scent`s can be tracked only once or twice (they will removed after tracking). If you have low perc*explor, you have a chance to loose all evidence. if you have perc*expl higher than int*stealth of thief, you will have 100% chance to gather scents. Higher perc*explor will increase the amount of collected scents.

Your alternative can be exploited, but everything else is worth considering.

per and exploration don't really matter for seeing scents because like you said, you can just reenter the area to see them. but they do matter when actually tracking.
