Cliffs are creatable?

So, apparently cliffs are creatable. (i know they are destroy-able on purpose.)
I was under the impression we weren't supposed to be able to create them though.
Not sure if bug? or the implications of being able to create cliffs and if that will result in potential exploits. (since destroying cliffs is a big awkward)

Hmmm? If the first picture is also the chronologically earlier I only see cliffs being removed?

Yea, sorry, wrong order. But yea, there were no cliffs there at all before they started making it
Some guy in the village i am currently lurking in, apprently figured it out
Apparently its just dropping lots of dirt on a location while a survey is set up. or so they claim anyway

My character is currently there if the location helps.

Edit: also, you can jump up and down the new cliffs.
