It's a snapshot of a Youtube video, deliberately made public by author. It's not more revealing than any other stock photo, which are reposted on this forum in abundance.

As a law-abiding citizen I believe this image should be removed, but not as violating other person's privacy, but as not being actually a face of the forum member who posted it here, neither a face of this forum's member at all. If the picture was indeed of one forum's member, posted by another forum's member, the key would be consent of the latter. The difference is subtle, I admit, yet it's crucial to acknowledge it.
