And as far as a vaccine, there are at least 3 in phase II clinical trials or further. At least two are enrolling for phase III, with one of them expected to start by the first of October. The question will be--is this a virus we can vaccinate once for in a lifetime and be done with it, or will it require regular boosters (tetanus, influenza)?

Every government has a means of enacting government control and taking away rights when it's in the public's best interest. There are constraints to it in most countries. You shared a basic list of rights that I can look up on Wikipedia. What I can't find on Wikipedia is a nuanced legal guide on what all this means.
The question is--who do we trust more?
