Age of consent is technically 14 in brazil, however the idea of age of consent is to identify when a person is able to consent right? If they can't consent due to age, then what would you call it?
Of course, the argument here is also that 14 is way too low for an actively developing child.

I assume you mean "can't consent due to age" to mean a 15 year old isn't mentally developed enough to make decisions about having sex?
To a degree yes, but it's also to prevent people older/more mature people than them to groom them into those actions. This is a law of protection not an auction house.
