Lower damage sometimes can save you a lot of time. You could shoot a bear with enough damage to make him flee, so now you have to run after him if you didn't block him, but if you dealt less damage, you could shoot him again and he would get enraged, resulting in easy kill without running around and risking getting hit (If you're not able to one shot him ofc). For me hunting with bow is a waste of resources. You shoot them and sometimes lose the arrows, which you made out of their bones. I suggest you to start hutning melee asap, it's far better if you get used to.

So, my point is - if you want to balance "melee vs archer" you should up melee, nor nerf archery.

What would it change ? You still would go down in seconds when somebody can shoot you even when sprinting on a horse. The only way to deal with that is either buff armors vs arrows or change the aim time.
