Fixed a bug by which it was possible to scatter past the visitor debuff by using roads outside of gates

I have no clue what the village idol means if anything but as far as I know it's pointless since personal claim takes precedence anyways but in any case, the above quote might be fixed for roads but there are still lots of ways to "scatter" past visitor through a gate and I suspect that is what got used here.
