I gave the well my first actual visit and indeed, it may seem at first that the rocks block you even when on foot but you can nudge yourself through with proper alignment. You can take cart with you with 6 barrels and fill them without issues. Cart will "remember" you as the last person having used it and allows you pull it out of the claim even if you stop pulling it. Same should apply to barrels in case you end up dropping them on the claim.

Also the charter stone is on the well side of the rocks. I always just pop over by sublime portico on my high-charisma alt and then hearthtravel home. Easy peasy.
