also as the runner i can do the ol mavement komberts thing again, make my pursuer bump into a tree, then he has to adjust around the tree during which time he experiences that lower weight buff himself

Yes, yes he can. You can be moving in the opposite direction and still have call down the thunder queued on your opponent. Only works for ranged attacks though.

no, but fleeing person can toss out a thunder and then go back to running

I can confirm that this is possible as well. I suspect it to be a bug though, judging from jorb's response. I thought someone had reported that.

With multi-path you can. Make a two-path, whilst in the first path you engage thunder. Doing that will make you queue thunder while walking to the second spot.

No. It would simply allow the buff to begin decreasing over whatever time it normally takes to decrease.

Jorb, you can move anywhere if you have a cooldown and thunder queued.
It's a neat trick that prevents getting movement stabs.
Many people don't know about it so they QQ about getting movement stabbed.
On a second thought, I think the idea would somewhat make movement combat harder to do with less stats.
Edit: Still didn't answer the "what if someone's walking (foraging) and someone comes to punch him?"
