I don't know how easy it would be to impliment this, but maybe for people in the nuked zones create a quick "refugee package" which would be basically a small claim you could put down with a palisade around it with house, furniture, some good food, a unique piece of equipment, and some good supplies (seeds, metals, and whatnot) to get started up again quickly.
