Yep, but if it is only 2 players, how it is possible that:
Of these, there are 52 from United States, 19 from Russian Federation, 12 from Canada, 10 from Germany, and 8 from Poland.

For all we know those are persistent bots spamming the server to get on. The game could be counting them as connecting/ed but continues to refuse them. People have criminal alts like that to grind and prevent summoning.
