Growing a char slot is a different matter if they don't take on the appearance of actual children and maybe that is more what the devs meant .... it's hard to comment really without more details on their thoughts regarding the matter.
No really, there's a reason why you can't kill children in Skyrim, why games such as Fallout have no children at all, and why characters in the TV version of Game of thrones are 10 years older than in the book. Some countries are really serious with child violence and the companies would be sued to no end.
We don't need to have that though. I'm up for raising children with a more abstract mechanic like we have with numen. At the end of the raising period you would get a new character slot counting as your descendant and that's it. I do like the concept of growing alts as children because it gives us another way to the game. I would have fun in trying to make my descendants survive the world.
And yeah, in Crusader Kings you're able to give away your children as hostages to make diplomatic deals, adopt others, send them to another country for education, and to even marry them to their own siblings. The children don't die if you die or stop taking care of them, they just reach adulthood with very crappy stats and become practically useless as lords/ladies.
