If it is that people don't tend know this phrase, the common connotation is, more precisely, "changing only that which is being discussed", as in "a computer with a faster CPU is, mutatis mutandis, better", understanding then for instance that "a computer with a faster CPU might on the other hand have less memory which makes it overall worse, but that's not what we're talking about here".
With that in place, then, I think we can safely establish that a game with better graphics is, mutatis mutandis, better.
