to back it up, a friend of mine (who got ganked by 6 silent kids) had 15 psy, his skelton was q15.
he had 36 int, but its attention was 14, most likely due to the barb-civ slider moved which resulted him to be having 29 int before death. (so, 14.5 and loftar code always rounds down everything.)

it also uses buffed psy...

we havent killed an alt yet, so dont exactly know what this difference is between "developed" and "not developed" skulls. where does the skull say "developed" or not, or what is the definition of "not developed" skulls?

just saw the post by bmjclark about it being different color and shape, i think 2 skulls he obtained were both not-developed according to his word, rather brown-ish looking skull. the other skull he had belonged to a random guy who tried to grief him and failed. (q12+5attn)

Doesn't use buffed psy.
Developed does not depend on ql.
Assuming developed depends on in-game time or sliders, as you said.

You'd think it would just be a timer / character age thing. At least that's what I always assumed.

I thought the same. Haven't done extensive tests to check yet though.
Idling sliders on an alt atm.

The data presented in this post shows that this can't be the case. (Q15 Skull <-> Psy=15 & Int=36.)
