Seems like the quality doesn't determine if you're developed or not. The weight on it is 17 btw.

Was your Int at 34 with full change?

Also, quality not impacting development has been confirmed already.
I'm thinking maybe int of 50 might be the marker for a developed skull.

Pretty sure 500k LP is the mark that must be exclipsed for the first skull change.

It's more then that. I killed someone with 170 UA a few weeks ago and his skull was undeveloped. Takes 1.5 million to get 170 UA.

Yeah, my 1.5m didn't get me a developed skull. If the marker for it is indeed lp then I wonder how many stages the skulls are going to have, since we're hardly deep into the world.

Yep.
And it might even include having/needing a particular skill.

To bad about having no developed skull character stats. Without those its basically a never ending guessing game.
