If my slim hope is right then the rollback may be reversed and you'll get it back. If not, hey a boat takes 5-10 mins to make and clay takes a couple of minutes to fill up on. I for one would want to get out of the middle of deep water as fast as possible O_O I'm guessing you probably don't have swimming; that's probably why you haven't drowned.

That matters... How? If the devs think a person is to blame for a crash, they will question them privately and the reason for the crash will be fixed.

Nothing will be done to the person, because the devs do not believe in policing the game in such a silly way.

Hm. Pick a better spot to live or just kill two birds with one stone, make a new boat, carry it to the clay spot with a couple of chests in it, fill your inventory and chests with clay... 25 minutes and you're in a better situation than before the rollback.

Where was your boat before rollback? I assume you didn't make it immediately before the rollback? See if it's where you left it.
