it makes as much sense as seeds and seed bags which work in much the same way - a quiver keeps your Arrows strait and secure. It is easy enough to have extra bag pouches ON the quiver without the quiver being the bag its self.

Well, it's just that they were your first line of defense until you got a mine.

But now? You need clay, another rare resource which depends on luck. You also need alot of bones to boil and rope, thus needing flax. Which you need hemp or flax.

No noob can have a decently defended settlement with these requirements, and with the nerf it's not worth the effort. I say just reduce the cost of the pallie's to the wood blocks.

Clay is pretty easy to find at low quality, and all you need for a cauldron is 25 pieces.

You don't NEED plant fibres for rope, you can harvest nettle or taproot, or use hide straps.

Okay, then its piss-easy for noobs to get walled in. And clay's not hard to find, put in some effort.
