For the alt problem maybe a timer would help. lets say once you finish creating a char you need to wait 2 - 5 mins until it spawns ?

That would technically still allow those that are intent to do so, and that have the means, to span 1024 alts in an hour.

If you've paid attention to the tv-series "Boardwalk Empire", you'll realize the gigantic amounts of fun a such system would introduce.

If by "fun" you mean gratuitous violence and arbitrary sex scenes bordering on the pornographic then, yeah, sure. Loads of fun.

I mean buying alliances, breaking alliances, betrayal, getting leverage against other people, bribes, etc. All those elements of sandbox gameplay would be strongly buffed by introducing an analogy to the American alcohol prohibition.

Again, some people have dynamic IP's.

Dinamic ip in the same time? No. As far as i know, no one can have more than 1 ip at the same time.
I simply say:

"The same ip can't be logged more than 1 time in the same time."

This will not prevent people from having multi accounts, but indeed one can't have 10 account opened in the same time on the same pc. So, if someone need to log the alt only when he logged off the main...is like log another chara from your list and that's ok.
(or you need differents connections. For example, use the phone connection on a pc and use the house connection on the main pc. Yeah...and you need to pay for 2 connections. 2 alts at the same time are really few, for what we are used to and i don't think that most of the people will buy 40 connections just to have more alts...XD)
