The biggest issue here we were told the new system would encourage travel and trade, The goon city is founded miles out and recruits brand new players from a forum, not already leveled up characters like other cities. How will these new players ever get to our town? Should we be forced to live near the RoB so everyone can come over and steal our shit under some form of anti goon justice?
You talk about keeping waypoints rare, but if I remember right in Zelda they were rare but split up by a large distance. Having it so you must build them on village land will result in lots of them not too far apart rather than if they required alot of work to construct but could be built anywhere.
Chernobyl the goon town was almost at the point where we were going to post a thread on our forum to recruit new players, but until there is a proper method for bringing newbies out here without a 3 hour walk of quitting we cannot post it.
The worst part about this being added is not the problems with it, but the lack of warning. A day or two of warning would have meant everyone could close their claims and set themselves up at their villages just fine.

Del: you can still port to the rob, invite them to village, and let them port to town. it just has a weariness debuff now.

Step one. Build a signpost at your town.

Step two. Right click on the signpost, and select 'take sign', or whatever.

Step three. Port to RoB. Walk into Brodgar. Use the piece of sign on our signpost, or, if you can't, give it to somebody who is a member of the town and get them to.

Step four. Ask all new players to right click on said Brodgar sign post, and select 'goon city'.

The new system basically solved your problem.

EDIT: Yes, they might need a bit of a sleep or a drink before they can use port again, but deadly rivers, vicious animals and time spent walking are gone. Pretty big payoff.

This seems to depend on bed quality. I made the best bed I can manage, and the recovery rate seemed quite reasonable. (It helps to be a farmer, with good flax plants.)

you can leave an invite alt at ROB to sign up new people, they can adventure>travel to city and then sleep for days to remove weariness

beds prob decay fast outdoors

Actually not so. The distance to Goontown is probably too great for newbs with 10 Agility to travel at all.

And yes, the issue of joining towns is a problem that I'd like to fix, though I am unsure of just how. Optimally, I'd like to make it so that a new player, upon creation, can immediately start by a village's idol instead of the RoB, but I'm not sure how that would be made to work in any reasonable way.

One way to remedy this problem (at least until we figure out a better solution), might be to make new characters start with a buff that would allow them one free travel.

guess delamore was right and well have to wait for fucked up towns to get fixed
