I'm not rose tinting things (at least not intentionally) and neither did I want to make Jorb and Loftar sound like saints. People's interests usually come before being nice, but I was at least under the impression that they tried to keep it playable for non-cash-shop-users without too much pay2win stuff. Could also just have been because of the low amount of players in general. From my perception the cash shop system was okay. I also came rather late to the party in Salem so I don't even know how things were before.
But sure, if people wanted to waste lots of cash on the ingame currency they could do that. I just don't think that it was so super useful. Most of the things the NPCs sold could be produced in your own base with a small bit of effort later. However, some items were quite pricy and sold only in town. I recall glass being an item that was pretty annoying because you needed it for cupboards and houses.
