of all the things that need buffing, I think movement combat is at the bottom

I will not comment on movement combat, since I'm no fighter, but please, buff archers so they are more usefull than now, where only best bow and best perception guy can actually do damage to good equiped chars. Just more penetration, so hits actually do damage with each shot, even if 30 required to destroy an armor.

i've always wondered if the defense bar should come into play somehow against ranged attacks, that is, if an arrow should function more like a sting attack

there was a whole discussion about ranged combat a while back... I still think there should be some incentive to raise marksmanship above 300 if its going to be a viable form of combat tho.

That would completely destroy archery as a valid form of offense. The instant damage of archery exists to offset the fact that archers generally have low hitpoints, low ua/melee, and generally don't wear full-on steel plate.
