Penalties that hurt yes but raids and fights take so little effort compared to the grind that is creating stuff. And there's always scents if stuff needs to be permanent.

there is still some skill involved in fighting even with a 400 UA v 300 UA, if the 400 just jumps and punches the 300 uses skill and maneuvers he can still win...but 'movement combat' is bs!

there is still some skill involved in fighting even with a 400 UA v 300 UA, if the 400 just jumps and punches the 300 uses skill and maneuvers he can still win...but 'movement combat' is bs!
