What are you all on about. Hafen is single player you fools. The other people you meat will only be smart NPCs.

I see limited point in making it so you cant spawn people together because day one all the villages will still put in the effort to all go to one edge of the map to meet up. It does stop alt spam though

Dat runescape nostalgia. I guess limited area spawning is a good thing. Only people Will Indeed group together soon after spawning. Maybe give every grid a Total amount of spawnable hearthfires; artificial ones wont count. That way new players wont spawn in village area's; (sorry for my weird english. My device likes to randomly give words capitals or autocorrect english words info my native language.)
