I certainly consider it to be the continued development of the current game, only that it's rather large overhaul. We're still working on the same "vision" that originally produced Haven. For the record, I was planning a more-or-less complete rewrite even before we started working on Salem, as I've mentioned here and there in the context of the new object system in the server, so that provided an excellent opportunity to redo some things that we had already by then realized were less-than-optimal. In case you haven't already read it, Jorb provided some rational, context and vision for the rewrite in
his post introducing world 7, and I think it still holds true entirely.
That doesn't mean that it won't turn out pretty different in very many of the details, though. However, it should be noted that even if the game changes in major ways, it's not so much because it's "a new game", so to speak; it's just that rewriting the code makes it easier to make changes we would have wanted to make anyway.

It is drawn using true 3D in all ways; however, it uses a camera that exactly mimics the isometric perspective of 2D Haven, the models are intentionally made to look similar in their rendered state to the 2D graphics in Haven, some things have outlines and/or celshading applied and some other similar concerns are made in order to try and preserve the feeling and style of 2D Haven, while improving it in the areas where 3D can improve it (such as the way the terrain itself is drawn).
For the record, it should be said that we really were unsure of whether to go with 2D or 3D for a long time. The main two reasons we went with 3D were that it's
much easier to create new animals, character clothes, equipment and animations and similar things; and also that it's possible to do such things as rotating objects and having a height map. Outside of that, there are many things speaking both for 2D and for 3D, but we felt those things pretty much eclipsed all else.
Also, in case anyone missed it, we don't plan to have any "early testing" period only open to a select few. We pretty much plan to open it for public testing as soon as it's barely playable, just as we did originally. So you can stop nagging is for access to that nonexistent phase.
