Yes, except for Gandalf a) being a demigod, and b) hailing from an actual epic work of literature bordering on being worthy of inclusion in the western canon, as opposed to dime novel copies of him from pulpy sword and sorcery RPGs of no literary merit whatsoever.

For now, at least, since shooting doesn't take the terrain Z-levels into consideration at all. Quite arguably, that should be modified in one way or another, but I'm not entirely sure just how yet, since some more proper mechanic would probably involve some kind of ballistic handling of arrows.
