So to clarify, as loftar said this delta cap only applies to maneuvers, right?

Don't really like this solution.

Could've made the attack/defense bars individualized, as in only applying to one target at a time. That means every opponent has a different defense bar and attack bar.

You can still exploit the system by carrying around say, 5 noobs.

Shitty fix.

Legitimately attacking in groups would be useless.
