To say nothing of the fact that branch quality only makes for an eighth of metal quality.

Hmm, seeds probably missed out on the quality reduction. So it is quite possible that there are still Q100+ trees around

I was speaking about tree seeds say ~Q90 could be around as they aren't a trees so are not affected by the +Q70 rule but still fall under the Q100 so aren't they reduced. You plant them and they grow up, and you have Q100 trees.

They are still reduced by soil, water and herb quality.

So how could the bugged coal have been used to produce Q100 wheat, hops, etc.? Or were they reduced because of the hyper-fast growth bug?

Charcoal quality is half the wood quality plus one quarter of the kiln quality plus one quarter of the fuel quality. Metal quality is half the smelter quality plus half the charcoal quality. One quarter times one half is one eighth.
(I suppose if you made a whole new smelter using the branches to fire the bricks you could get it up to one quarter of final metal quality.)
