I wonder why Panda II's skull was not developed :S

Quality doesn't determine if its developed obviously.

yeah, obviously...
but that character obviously had been used a lot, sliders presumably moved a lot, lots of LP. I was wondering if anyone had any additional insights, rather than something that we have all known for ages ^^

Likely had under base the base int but had 69 psy

Merch robes + LS hats can get you to 100+ int with only like 45 base int
