...Is it any better if he botted to build a character with high attributes and used a horse whose quality doesn't matter than if he botted to trade for a high-quality horse? I think you're complaining about something that doesn't strictly have to do with whether horses have their own attributes or not.

Except that If I'm running away currently I'm no worse then the guy chasing me as long as I have good water. His botted stats and traded items don't do him much if he cant reach me. This at least gives a CHANCE of getting away. If he can also increase his speed over someone who doesn't bot it goes from chance of getting away to no hope, all non botters and new players might as well quit.
