Im online and their is litterally no one, i was wondering if this is dead? I hope not.

No one plays

There are 210 hearthlings playing.

Among these, there are 33 from Russian Federation, 30 from Poland, 26 from United States of America, 26 from Republic of Korea, and 15 from Ukraine.

It's a large world with people scattered all over. The player base is worldwide so add in they are all on at different times. You probably won't see many people at this stage of the game. :)

I just started 2 weeks ago. In that time I've encountered 1 person in the game, and I had already pressed the button to travel back to my hearth fire when I saw him. I have ranged pretty far from where I set up, but I still haven't seen any sign of other people - it's all abandoned settlements. It's been lonely, but a cool game so far. Question though - if I did see a person, are they more likely to be friendly or kill me?

Your chances go up if you speak their language.

Your chances go down if they have a dragonhelm or a sword already equipped.

They go up again if you're in a boat.

They go back down if you get close enough for them to break it.

I'm sure someone's already written a bot to output your probability of survival, based on everything onscreen, which plummets to zero percent if the word "сука" appears in the textbox, a nearby runestone, or in paved tiles.

Travel only on boat and you'll be fine. See other boats on minimap? Turn around and run.
See person on shore without a bow? Don't worry about it, you can talk to him. If he goes swimming, run.

In the time I have been playing, which has been pretty active over the last month day and night, I have met a lot of other hearthlings and encountered many still active villages and little settlements of friends.
Timezone has a lot to do with it. One moment you could be offline while a bunch are online, when you finally get online, they could have gotten off.
