sure can, you can even build in caves as long as you pave them (paving cant be too close to wall though)

I meant the buffer, can't pave two away from a wall, but if that wall is gone, having been mined, is the buffer moved back?

(i was just informed that you cant pave over mined walls)

but judging from my own base you can pave right next to them

By killing a few deers, boars, and using the LP you earned from them to found a village. It's not hard.
