It's a common catchphrase with Russian-speakers that has been thrown around one time too many, it seems.

In some way, if you can call a meme the thing which was coined during the WWII probably (or soon afterwards).

Way earlier. It just became popular amongst communists during the WW2. And when they liked something they made everyone love it.
