My main theory with this knowledge is that it might be a short-lived world.
I think that the devs were partway through major gameplay changes. When World 3 was corrupted, they would not be able to release the new content and world together. Presumably, they released a world with aspects that they could test. Making the world small, politics and skirmishes would be in larger quantities. Resource nodes will be a large factor in this, but simply the supply of land might bring politics into play.
Example: There are many neighbors out there now. Some steal things,or deforest your property, and others just tend to not co-operate. This will make you really want to kill them, so you do. A bunch of his friends don't like that and a large conflict is born (especially if they have any black skills).
This perpetuates diplomacy and has probably even been noticed by world 3 hermits that play in world 4.
Just an assumption, but the devs want a speedrun of the last world. I already see "In Congress Assembled" being used quite a bunch, even by hermits. This world gives the developers time to do game changes correctly and see what else they can bring into the game.
