Rumor has it that it has it, but the server this client connects to is practically overrun with Rangers that powered the hell out of themselves and started regulating Hemp. Word on the street is that they used the Hemp FEP bonuses to get themselves that strong and don't want anyone else to compete with them.
On the plus side, trade is fairly well established, so as long as you aren't a dirty hobo with a fixation on weed, you'll do just fine.
