are there any online tools that allow multiple people to view/draw on the same image?

There is this one "Game" on http://www.kongregate.com, but it's just a mess-around-with-stuff game. That's the only multi-person drawing tool I know of :/

Note: I use the term "Tool" loosely

That's for charts and stuff. Not for pictures (Atleast, I never learned to use it for pictures). I never thought you could turn it into a city planner.

It's really easy, and you can even write on it :D.

1. Change your X and Y cell widths to the same as each other (ergo, square cells).
2. Color the background per cell.
3. DONE.

I myself use Photoshop, but that's because I have had far too much time to learn the program inside and out.

I just wanted to add that when I saw the suggestion for Excel, I thought of Google Docs (since it is online and multi-user) and it seems to work beautifully. It might be worth giving a try.

use google docs and make a spreadsheet. all you need to do is make the cells square then you can share it via gmail to all your friends.
