Rings before necklace IMO
You can raise their Q with goldbeater's, you can't do this with necklace's

Necklace q10 = +40% LA (At 360% LA; I think it's additive not multiplicative)
Pearl Rings q10 = +15% LA each
Pearl Rings are easier to get much higher Q out of q10 pearls given goldbeater's (Since string don't matter for necklace), so out of 6 pearls you could pull let's say q40 necklaces, so +60% LA. All you'd need is 2 gold nuggets.

I never can remember if the jewelery gets the multiplier from trad/change.
