If you're looking for a sandbox game to sink hours into, why not try Wurm Online? But when I say sink hours into I don't mean it's so awesome you will play it for hours, I mean it literally takes hours to do anything in that game.

Officially, no, but if nobody with power found out, I guess nobody could really stop you, either. There's a post from one of the Paradox admins on the Paradox forums. They are looking into relaxing the condition, though no word as of yet.
