Why not build this in World 6? The whole prospect of Gondor is that you will have defenders. No one will be strong enough to 'defend' once W7 hits, we'll all be newbs together. Maybe make a 'challenge' system where you can spar for the right to be a defender by challenging one of the current defenders... this way we always have the best defenders.

As lawspeaker you would approve of each defender or reject them for moral failings, so we always have the most noble defenders. Better yet, you might want to check them out and approve them BEFORE they are allowed to challenge.

Also, this would encourage a strong standing militia as many would like to eventually become a defender. Once we hit 6 rings, maybe the 1st ring gets cleared out and becomes a ring of nobility... where strong fighters who wish to be active in empire defense would be allowed a 'defender-like' commission since they will have strong abilities but by that point few could challenge the deific power of established defenders.

That's kind of the point however. Right now it would require highly developed, active characters (such as there are) to up and quit their existing towns, obligations, and come do a whole new thing. Rather difficult. You might get a ranger wander into Brodgar to deal with some scents, but thats different to helping create and defend a town. Meanwhile, it only takes one strong jerk to cause major damage, and this late in the game there are some very, very strong people. There is no catching up.

The main reason though, I think, is that this kind of giant project requires a lot of energy, and energy is sustained by peoples excitement. World 7 would generate the necessary desire to actually do the grunt work.

That said, it could be a good idea to do a training run. Seeing just how fast we could get a base set up working in unison. If we had a nice big open bit of map away from any trouble, and a few experienced people to take on the role of instructors.

how would you prevent people from porting to the village idol in the keep?

There is more than one idol. Each ring is actually a different village. Only the keep influence is organised so as to cover a piece of all the rings allowing porting to any area. The other rings can only port to levels below themselves, as per the diagram.

Of course, this assumes that we dont have major issues with minimum distance between village claims. However it's not necessary for the village claim to cover all of the area. Each ring could have a boulevard that runs through it with houses on either side, and influence objects, trees in the middle. As long as the village influence touches the personal claims, then it can be used to remove those claims when necessary, yes?

Alternatively, you could simply restrict village membership to keep people only, and provide crossroads that are not covered by village influence to the rest of the rings.
