Have declaimed 4 inactive places that were overlapping water, setting up an idol next to them and declaiming.
Then abandoning the idol and moving on to the next.

Slowly freeing the land. :twisted:

THEY NEED TO BE THE SAME AS TOWN CLAIMS WHERE SOMEONE HAS TO BE ACTIVELY USING CURIOS TO HAVE THElp FILL THE AUTHORITY BAR. Fuck the all caps, too lazy to retype.
