That's a problem nearly every game faces when you have chewed through the bulk of the content and have hit something of a quality grind. Haven is no exception and, being honest here, you get ~3 months of quality content where the game offers you things to do. After that players are meant to entertain one another with politics, conflict, trade, etc. The issue being that we have very little reason to go to war constantly or other such dangerous efforts so that doesn't happen. By design the majority of players hole up in forts and never see the light of day. This reduces political tension, expansion, and other such things that should be happening.
As the game is, it will always see a large drop off of players for a myriad of reasons. Some are inevitable -- some players quit when they realize that they aren't going to be top dog whether or not they ever stood a chance. Other players will quit because they joined the world by so much as an hour late (you think I'm joking but w4 was full of these people) and felt that everyone had a huge advantage on them that they could never compete with. Then the rest leave when they have chewed through the content of the game that is accessible to them.
