What you need to do is build a ram at each one of their banners. then you can use the ram to destroy their banners and build your own.

This isn't exclusive to any one village, it's standard practice. Here's the mechanics of it:

-- Villages are powered by 'Authority'. Authority is increased by LP gain by village members, and decreased by village claim objects.
-- Each claim object drains hundreds of Authority per day. Each active villager gains at least tens of thousands of LP per day.

Therefore, each village can support a maximum of anywhere from hundreds to thousands to tens of thousands to hundreds of thousands of claim objects in their territory, enough to claim millions of tiles, enough that it would take decades to develop them. They haven't had enough time.

It does not seem Authority is functioning as a limiting factor on village land claim area. Instead, they are mostly limited by how much they can be bothered to build claim objects, and defend them from vandalism.
