Those two things are completely different. Griefing is being an asshole for the sake of being an asshole, while the other is being an asshole because you don't care about other people. The main difference is that you're not 'trying' to hurt others, you just don't care if you do.
There is that but I promise you no one has so little a life that the only thing they ever do is play H&H to anonymous grief people. It's half and half because I guarantee you whoever picked this method of alt training did so to cause grief.
