it might be helpful to find that bug if you know that these reboots speed up the tanning process instead of resetting it.

That was an intentional change, because tanning bins aren't working as they should.

Well, it was a compromise. The server was crashing several times a day, so much that the tanning process never finished. It always was reset. This resulted in leather production being completely stopped. So, instead of leather restarting on a crash, it starts almost done, so even when the server is crashy, leather is still produced.
