mines on mountains would be kind of cool because it would make it more likely for miners to rely on bulk food shipments from primary producers, but I'd expect people will just make big farms on the edge of the mountain and start bitching about how far it is to move their food.

Nope. Pave->Grass->Plow and you can farm on a mountain.

Yea, the only way is to expand the forest onto the mountain by planting trees next to it. That takes an assload of time though. Months, if not years.
